FinCEN Restrictions under FEND Off Fentanyl Act Targets Mexican Financial Institutions

FinCEN, the Financial Crimes Enforcement Network of the U.S. Treasury has issued new restrictions under the FEND Off Fentanyl Act, targeting three Mexican financial institutions, CIBanco S.A., Institution de Banca Multiple (CIBanco), Intercam Banco S.A., Institución de Banca Multiple (Intercam), and Vector Casa de Bolsa, S.A. de C.V. (Vector)—as being of primary money laundering concern in connection with illicit opioid trafficking.
As of July 21, 2025, U.S. financial institutions will be prohibited from maintaining accounts or processing transactions involving these entities. These entities have been placed under intervention by the banking regulatory authority of the Mexican government and are facing material operational and reputational challenges as a result.
